Dog Control - Found Dogs Print


Columbia Humane Society ( located at 2084 Oregon Street, Saint Helen's Oregon 97051 is currently providing animal sheltering services for the County Dog Control Program. All lost and found dogs are turned over to the care of the Columbia Humane Society. The Society will endeavor to locate the owners of any missing dog and to find new loving home for dogs unclaimed by their owners.

If you are the finder of a dog, the Animal shelter is the proper place for the dog to be placed while the owners are sought. Oregon law has many special requirements on lost and found dogs, including potential criminal charges for persons who fail to process a found dog properly. To aid in the compliance with these statues and a member of the public’s desire to retain a dog they have found, County Dog Control has the following policy on found dog.

The finder of a  found dog must report the found status of the dog to the Columbia Humane Society at 503-397-4353 or by email to This e-mail address is being protected from spambots. You need JavaScript enabled to view it . The Society will check the lost dog records and attempt to locate the dog's owner. If no owner can be located, they will advise the Dog Control Officer of the dog's status and arrange for the dog to be picked up and transported to the shelter.

If the finder resides within Columbia County and they wish to keep the dog, the finder should inform the Society of their desire to retain the dog. The Society will then advise the Dog Control Officer of the found dog. The Dog Control Officer will stop by the finder's location to photograph the found dog, check the dog for a micro chip and see if he recognizes the dog. The dog will then be placed in a foster-to-adopt mode with the finder and this information will be recorded in the Shelter income dog records.

After the completion of ten days, if the owner of the dog has not come seeking the dog, the finder may elect to compete the adoption process and be granted ownership of the dog. There is no fee required for this service if the dog has not been impounded at the shelter.

A finder of a dog may also surrender the dog to the shelter or the Dog Control Officer and advise that they wish to adopt the dog if the owners do not claim the dog. In this case the dog will be impounded at the shelter and first option to adopt will be granted to the finder. The normal adoption fee for a dog shall apply in this situation.
