Offenders in Columbia County are supervised by Parole/Probation officers. Parole/Probation officers are police academy trained, certified and sworn peace officers. Two of Columbia County’s officers specialize in the supervision of sex offenders and persons convicted of domestic violence crimes. Holding offenders accountable and providing methods of enhancing public safety is the responsibility of the Community Corrections Parole and Probation Officers. This is accomplished in the following ways:
Community Corrections ProgramsBreaking Barriers – The Breaking Barriers and Breaking Employment Barriers are video based programs and are designed to lead offenders through a series of application-driven workshops that enable the learner to recognize that controlling how and what they think is a learnable process. The series provides hands-on practice in using concepts on a daily basis to make permanent lifestyle changes. Drug/Alcohol Treatment - Columbia County Community Corrections has partnerships with several treatment providers throughout Columbia, Washington and Multnomah Counties. Offenders are evaluated and an appropriate treatment plan is recommended. Treatment courses can be in-patient or out-patient as mandated by the court or stipulated in the conditions of probation/parole or post-prison supervision. DUII/Alcohol and Marijuana Evaluations – Oregon Revised Statutes requires that offenders convicted of Driving Under the Influence of Intoxicants, Boating Under the Influence of Intoxicants, or Possession of Less Than an Ounce of Marijuana participate in an evaluation and rehabilitative program. A State certified Alcohol & Drug Evaluation Specialist completes evaluations, refers offenders to a certified treatment program, monitors the offender’s progress and submits reports to the court. Sex Offender Treatment – Sex Offender counseling is a specialized area. Psychological, plethysmograph, and polygraph examinations determine an offender’s deviant sexual behavior and dynamics and are used to arrive at an appropriate and meaningful treatment plan. Treatment includes individual and group sessions to address victim empathy, victim clarification, errors in thinking, deviant arousal cycle, intervention plans, relapse prevention, anger, family reintegration, and family skills. Domestic Violence Treatment – Domestic Violence and anger management treatment is a comprehensive program to evaluate and treat offenders who have been convicted of or display assaultive behavior. The program consists of education and treatment to prevent violence. It includes individual and group therapy sessions and tools to help the offender understand and manage anger and behavior without violence. Electronic Monitoring – Electronic monitoring is used as: a sentencing tool by the Courts, furlough from jail, or as a sanctioning tool by the parole/probation officers to allow the offender the opportunity to maintain gainful employment and/or attend treatment programs. The offender is required to wear an ankle bracelet which is monitored through the telephone. If the offender fails to comply with the established schedule, Community Corrections is notified by the monitoring company. Community Service – Community Service is available to offenders who are ordered by the court as a condition of sentencing, or as a probation violation sanction to offenders on formal probation. The program is designed to locate suitable work sites with approved public and private non-profit agencies, to monitor performance, and report compliance or non-compliance to the referral source. Community service allows the offender to meet obligations and make restitution through service to the community. It benefits the offender in developing work habits and skills and the community by receipt of a non-paid labor force. Restitution Program – A Restitution Specialist facilitates the process to assist victims of crime collect financial reimbursement from offenders through the court system. The facilitation includes: helping the victim present a request to the District Attorney’s Office, investigate offender’s assets and report findings to the court and monitor payments of restitution and hold the offender accountable for the ordered restitution.
