Measure 11

Ballot Measure 11 requires mandatory minimum sentences for certain serious and violent crimes. Youth 15, 16 or 17 years of age who are charged with Ballot Measure 11 offenses are prosecuted in adult court.  They are convicted and sentenced by the adult court to the legal and physical custody of the Department of Corrections, but may be transferred to the physical custody of the Oregon Youth Authority for placement in a youth correctional facility.

The following is a list of Measure 11 crimes

  • Murder
  • Attempt or conspiracy to commit aggravated murder
  • Attempt or conspiracy to commit murder
  • Manslaughter in the first or second degree
  • Assault in the first or second degree
  • Kidnapping in the first or second degree
  • Rape in the first or second degree
  • Sodomy in the first or second degree
  • Unlawful Sexual Penetration in the first or second degree
  • Sexual Abuse I
  • Robbery in the first or second degree
  • Arson in the first degree when the offense represented a threat of serious physical injury
  • Using a child in display of sexually explicit conduct
  • Compelling prostitution
